Countries you can visit without passport


Without a Passport (U.S. Citizens Only)

  • U.S. Territories – You can travel with just a state-issued photo ID (like a driver’s license):

    • Puerto Rico
    • U.S. Virgin Islands (St. Thomas, St. John, St. Croix)
    • Guam
    • Northern Mariana Islands
    • American Samoa

  • Closed-Loop Cruises – If you depart from and return to the same U.S. port (for example, a Caribbean or Mexico cruise), you usually only need:

    • A government-issued photo ID and
    • A birth certificate (original or certified copy).

  • Land Travel to Neighbors (with special ID):

    • Canada and Mexico – You can cross by land or sea with a Passport Card, an Enhanced Driver’s License (EDL), or certain Trusted Traveler Program cards (like NEXUS, SENTRI, or FAST).
    • You cannot fly into these countries without a passport book.

Important Limits

  • For air travel outside the U.S. mainland, you almost always need a passport book.
  • The exceptions are U.S. territories—flights there are considered “domestic” flights.
  • Rules can change, so it’s always good to check with the airline or cruise line before you go.
